I guess not. We got him in 2000 or 2001, I think. He came to Arlington once, but I didn't think my parents appreciated me bringing him, so we leave him home and have folks come by to feed him and play with him. You haven't been to our "new" house, either, have you? You are certainly welcome! Radar is the first one to greet all visitors :-)
It depends. The US Capital is Washington, DC. The big building in the middle of the place where congress meets is the Capitol. The area around it is called Capitol Hill.
We just try to avoid confusion by not spelling it!

Radar is cute! Maybe someday I'll get to meet him.
I don't think I have met him "face-to-face", have I?

Josh and I hope to get up your way one of these days. I'd love to take him around our nation's capitol. (It is "ol" instead of "al" right?)
